How planning and building permits work in Limassol
Zones, coverage, height, the planning permit and the building permit — in the order they happen.
Two permits, not one
A planning permit establishes that the proposed use, density, height and coverage are allowed in the zone. A separate building permit approves the technical design. Both are required before construction, and both take real time.
Then the certificate
On completion, a final approval certificate confirms the building matches the permits. It is the document that unlocks separate title deeds, and the reason a builder who deviates from drawings creates problems for owners years later.
