Bills of quantities are prepared from the issued design, not from an estimate, and variations are priced against them. Provisional sums are minimised because they are where buyer budgets quietly inflate.
Programme
The programme is built backwards from the contractual handover date, with float placed on the trades most exposed to import lead times.
